What is a Geoportal 2?

Geoportal is a webapp which provides access to resources and services connected with spatial data.
Spatial data relates directly or indirectly to a specific location or geographical area.

About geoportals

The number of created geoportals increases rapidly, that is why they should be easily accessed.
Society expects resources (data) provided by geoportals to be up to date and public e-services to be effective and user friendly. That is the reason why only some of technologies stand the test of time. Geoportals created in counties by GEOBID in a Geoportal 2 technology have successfully been implemented since 2008. They show data directly from the local Geodetic and Cartographic Resource, e.g. from a cadastral database (EGiB) run by counties.
Cadastral data can be accessed either in a public mode (with respect to a protection of personal data decree) or in a restricted one.

Data presented in geoportals

Many counties decided to make public not only the cadastral data, but also some of the contents of a master map consistently updated in Geodetic and Cartographic Documentation Centers. Providing this data in our technology does not require any additional steps. The data is downloaded directly from the databases maintained in EWMAPA and EWOPIS programs, which are a part of the State Geodetic and Cartographic Resource (PZGiK). Many counties put in the geoportal not only the resources provided from PZGiK, but also a lot of additional spatial data, such as: address database, area development plans, real estates for sale, roads, hydrography, cemeteries, transport etc.

Services provided by geoportals created in GEOBID's technology - Geoportal 2

Services provided by geoportals built in our technology, are not only simple level 1 or level 2 services (finding an address or a parcel) – they are a collection of many different services:

For society
  • Providing EGiB, GESUT, BDSOG, BDOT500 databases
  • Providing registers, files, lists, indexes and profiles from the EGiB database
  • Providing a land register map and a master map
  • Issuing abstracts and map extracts
For contractors
  • Reporting surveying works
  • Coordinating the list of materials which will be passed to surveyor by local Office for G&C Documentation
  • Reviewing reported and finished works
  • Generating payment documents with the possibility to pay online
  • Downloading materials and data from the EGiB, GESUT, BDOT500 and BDSOG database in the area of a reported work
  • Transmission of wrought surveying works
For valuers
  • Browsing data from the RCiWN database
  • Ordering data with the online payment
For county court bailiffc
  • Searching for people and institutions in the EGiB database
  • Ordering abstracts for selected people and institutions
For investors and designers
  • Receiving requests for coordination in terms of localizing designed utility network
  • Holding a coordination meeting
For authorized users
  • Geocoding the registration entities
  • Geocoding geodetic network points numbers
  • Searching and browsing attributes from the EGiB database
  • Searching and browsing attributes from the GESUT database
  • Searching and browsing attributes from the BDOT500 database
  • Searching and browsing attributes from the BDSOG database

Other information about geoportals

Geoportal 2 has been adapted to work on smartphones - the map support works through gestures. A location option has also been added with a use the GPS built into the smartphone.
Poviat geoportales enable to connect services provided by other geoportals (e.g. orthophotomap from Geoportal.gov.pl, OpenStreetMap, Google Street View). They are also a foundation for the creation of new geoportals (voivodeships, national, industrial). Therefore they are entirely consistent with the paradigm presented within the INSPIRE Directive.
